Context
International and European directives and treaties stipulate that governments have a public responsibility to enable people in need of care and support to participate in social life as full citizens. De-institutionalisation, or the dismantling of institutions, is framed internationally as an important lever to realise this objective. In this way, it aims to achieve the substantial realisation of rights and inclusion for care-dependent citizens. De-institutionalisation also functions as a key concept in the development of policy and practice in Flanders. Finally, de-institutionalisation also has a spatial dimension and is accompanied by a large-scale transformation task of the space for care.
