Insulating or Isolating? An Analysis of Conflicting Interests Between Energy Renovation and Rental Affordability

This master’s thesis explores how energy transition policies in Flanders, while beneficial for the environment, may also place a financial burden on an already vulnerable group: low-income renters. Within cities like Ghent, mandatory and non-mandatory renovations have the potential to raise rental prices and limit access for those already struggling to find stable housing. The aim is to have a better understanding of the extent to which current Flemish and local energy efficiency renovation policies impact rental affordability. Strategies to accelerate the renovation of rental properties will be explored, while ensuring that the energy transition benefits all. This study contributes to the broader theme of achieving affordable rental housing in Ghent.
